Tracker v2 console

Multi-tenant conversion tracking. The console reads the database only through the tracker_ui_* entry points, which are granted to signed-in users and to nobody else.

This is the application shell. Screen A (Conversions Dashboard) and Screen B (Conversion Events) are not built yet - only the client switcher is wired.
